BIOGRAPHICAL SKETCH OF JERI E. STUMPF

Jeri, President of Jeri E. Stumpf & Associates, a community development & governmental affairs consulting firm, is a graduate of Dickinson College in Carlisle, Pennsylvania, where he majored in political science and minored in history. Jeri also did post graduate work in regional planning at Penn State University, Middletown Campus, and law, at George Mason University School of Law, in Arlington, Virginia.

While attending Dickinson, Jeri served as an intern with the York Redevelopment Authority and following graduation, was employed as a planner with (1) the York County Planning Commission, and then (2) a highly respected planning consulting firm in Harrisburg, Pennsylvania, Clifton E. Rodgers & Associates.

At age 23, Jeri became the youngest Planning Director in Pennsylvania for the City of York, where he also served as Executive Director of the City’s Redevelopment Authority.

Following a study by the Pennsylvania Economy League, which cited a need for professional staff in the General Assembly, Jeri, became the first ever, Executive Director of the House Local Government & Urban Affairs Committees for the Pennsylvania House of Representatives, a position he held for over 27 years.

Following his employment with the Pennsylvania Legislature, and upon request, Jeri assisted Governor Rendell develop new blight remediation, economic development, neighborhood revitalization, & community housing policies for municipalities in Pennsylvania, as a member of the first ever, Governor’s Office of Housing & Community Revitalization.

Jeri’s work and the report he prepared, “Eradicating Blight And Expediting Economic Development In Pennsylvania In The 21st Century” was also used by the American Planning Association in Chicago, in the development of their new national policy for eliminating blight and redeveloping underutilized property in America.

After leaving the Governor’s Office, Jeri established his own community development & governmental affairs consulting firm, Jeri E. Stumpf & Associates, Inc. and among his many clients is Thomas Hylton, Pulitzer Prize winning author of “Save Our Land: Save Our Towns”.

Jeri was also the consultant to the late Senator Rhoades Statewide Blight Task Force and author of Senate Bill 900, the Neighborhood Blight Reclamation & Revitalization Act: Act 90 of 2010.

Jeri is a frequent speaker at state local government association conferences and has written featured local government articles for trade magazines including  the Pennsylvania League of Cities & Municipalities; Pennsylvania State Association of Boroughs; Pennsylvania Township Supervisors Association; Pennsylvania Planner; Pennsylvania Planning Association; and  Pennsylvania Association of Housing & Redevelopment Authorities among others.

In addition to local government issues, Jeri is considered to be an expert in blight remediation, community revitalization, housing, code enforcement, planning, land use, “growth management”, zoning,   and infrastructure finance, among others.

Jeri is currently, also the Program Manager for the Germantown Conservancy in Philadelphia.
